Scott brings a wealth of experience to the team. He has an intimate knowledge of the Gold Coast City Council town planning processes, rules and regulations having been employed within multiple planning departments at City of Gold Coast Council for 8 years. His role within the council included Major Assessment, Town Planning Appeals, Strategic Planning and Development Compliance. Scott brings 13+ years of town planning industry experience into every project the team is engaged for.
Scott has worked with high profile state, national and international development companies who are respected leaders and innovators in the development industry. Examples of some projects include Kirra Beach Hotel mixed use, high rise development at Kirra, Ruby mixed use, high rise development at Surfers Paradise, Jewel mixed use, high rise development at Broadbeach and The Star Casino master plan mixed use, high rise development at Broadbeach.
Scott holds a Bachelor of Urban Design and Planning and is an experienced property professional that has worked in both Local Government and Private Planning Practice with over a decade of experience.
Scott specializes in urban planning, built form design, feasibility, development strategy, approvals coordination, project management and site selection.
Scott also specialises in identifying new development sites for investment opportunities for mums and dad, property developers, obtaining development approvals, and preparing feasibility studies.
Town Planner
Reagan is a passionate and driven Town Planner with a Bachelor of Regional and Town Planning from the University of Queensland. He brings a strong foundation in sustainable development, urban planning, and the planning and enhancement of sport and recreational facilities. His ability to identify emerging development opportunities adds strategic value to the Elevate team.
Since joining Elevate, Reagan has played an integral role in delivering tailored planning solutions across a diverse range of residential, commercial, and industrial projects. His practical knowledge, collaborative mindset, and proactive approach consistently contribute to successful client outcomes and high-quality developments.
With hands-on experience in complex planning projects, Reagan is known for his strong communication skills and his ability to navigate challenges with confidence. He continues to grow his expertise while delivering thoughtful, future-focused outcomes for clients and communities alike.

Currently, Owen is the Director of Property for multi- national property development and investment company.
